Transportation Corridor Agencies
Amy Potter serves as Deputy Chief Executive Officer of the Transportation Corridor Agencies (TCA) – two joint power authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of SR 73, SR 133, SR 241 and SR 261 Toll Roads.
In this role, Potter provides highly responsible managerial and complex administrative support to the Chief Executive Officer by managing critical projects and priority initiatives established by the Boards and helps develop and implement strategic long-term visioning for the Agencies while broadly communicating the branding and successes of TCA.
Potter previously served as CFO and was responsible for restructuring the Agencies’ debt in 2013/2014, resulting in a strong and stable long-term financial position and subsequently strategically refunded the Agencies’ bonds and developed and implemented an early bond paydown program that reduced debt by nearly $1.4 billion since 2019.
Prior to joining TCA in 2004, Ms. Potter worked in the private sector as a Certified Public Accountant.
Potter earned a Bachelor of Arts degree in Business Administration with an emphasis in Accounting from California State University, Fullerton and a Master of Science in Taxation from Golden Gate University.
