Howard Mallen serves as Chief Financial Officer of the Transportation Corridor Agencies (TCA) – two joint power authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of SR 73, SR 133, SR 241 and SR 261 Toll Roads.

In this role, Mallen is responsible for establishing, maintaining and monitoring TCA’s fiscal activities and long-term financial planning.

Mallen joined TCA in 2013 as the Director of Finance and was promoted to Senior Director of Finance in 2020, where he has supported the Agencies in various areas, including financial planning and analysis, treasury, debt management, insurance and financial systems. During his tenure, Mallen has played a role in the Agencies’ bond refundings and early bond paydowns that have reduced debt by nearly $1.4 billion since 2019, the management of the Agencies’ $1.7 billion investment portfolios, the conversion to all-electronic tolling, the transition to 6C tolling technology (sticker transponders), the elimination of customer account maintenance fees, and, most recently, the conversion to a new customer service back-office system in late 2023.

Mallen has made significant contributions to the TCA over the past decade through sound fiscal practices and innovative ideas have helped provide a financially stable future for the Agencies.

With more than 30 years of finance experience in the public and private sectors, Mallen has been a Certified Public Accountant since 1995 having worked for KPMG, Beckman Coulter, Quest Software and Caliber Collision Centers. He is a member of the Government Finance Officers Association (GFOA), the Association for Financial Professionals (AFP) and the International Bridge, Tunnel and Turnpike Association (IBTTA).

Mallen earned a Bachelor of Science degree in Business Administration with a major in Accounting from California State Polytechnic University, Pomona.
