Ryan Chamberlain serves as Chief Executive Officer of the Transportation Corridor Agencies (TCA) – two joint power authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of SR 73, SR 133, SR 241 and SR 261 Toll Roads.
Under the direction of the San Joaquin Hills Transportation Corridor Agency and Foothill/Eastern Transportation Corridor Agency Boards of Directors, Chamberlain oversees the strategic planning, operations and management for one of California’s largest toll road networks in its mission to implement and operate a highway network of congestion- free travel alternatives. As CEO Chamberlain is responsible for execution of the Boards’ strategic plan, managing an annual budget of $ $315.1 million, 66 full time staff and an investment portfolio of approximately $1.5 billion.
For over 25 years, Chamberlain has been a leader in transportation and mobility solutions at the regional and state level working in both the public and private sector. Early in his career, Chamberlain served as a transportation and environmental planner working on large-scale projects throughout California. Prior to being selected to head Orange County’s 51-mile toll road system, he was the District 12 Director of Caltrans, responsible for planning, construction operations and maintenance of the state’s transportation system in Orange County, which encompasses over 2,000 lane miles of highway. During his time with Caltrans, Chamberlain was appointed by Governor Jerry Brown to serve as Chief Deputy Director for Caltrans overseeing statewide internal operations for over 20,000 Caltrans employees and a budget that exceeded $13 billion.
Chamberlain is an Affiliate Board Member of the Association of California Cities—Orange County (ACCOC) and serves on the Boards of Directors for Mobility 21, California Toll Operators Committee (CTOC) and Orange County Business Council (OCBC). He is also a member of the International Bridge, Tunnel and Turnpike Association (IBTTA) and the California Transportation Foundation (CTF).
A native of California, Chamberlain graduated from the University of California, Santa Barbara, with a Bachelor of Arts in Environmental Studies and an emphasis in Urban Planning.
