Mark Manion serves as Senior Human Resources Director of the Transportation Corridor Agencies (TCA) – two joint power authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of SR 73, SR 133, SR 241 and SR 261 Toll Roads. In this role, Manion manages the Agencies’ Human Resources function and is member of the Executive Leadership team.

Serving as Senior Director of Human Resources, he leads through a strategic and hands-on position to provide full cycle employee relations in support of the Agencies. He oversees talent acquisition, Human Resource Information Systems (HRIS), Performance Management and Improvement Systems, Organizational Development and compliance in the areas of employment laws, human resources, health and safety, and benefits. In addition, Manion is responsible for planning, directing and evaluating the effectiveness of all Human Resources systems, policies and practices, as well as related administrative functions.

With over 20 years of progressive human resources management experience serving in various Human Resources roles at organizations including NCR Corporation, General Electric (GE), MetLife, Integral Aerospace and Avon Protection. His broad global Human Resource leadership experiences include acquisitions, divestitures, private equity as well as international projects and global responsibilities.

Manion earned his Bachelor of Science degree in Social Sciences from Michigan State University and achieved his Master of Science degree in human resources management from Chapman University. He is an Executive Mentor for the MBA program at the Paul Merage School of Business at University of California – Irvine and serves as a Career HR Expert for the Social Capital Academy at California State University – Fullerton. Additionally, he is a member of the Orange County chapter of National Human Resources Association, as well as a long-standing member of the Society for Human Resources Management. Lastly, Manion is an Ambassador for Bigger Than the Trail (a mental health services initiative) and serves on the Trail Crew at Laguna Canyon Foundation.
