Stephanie Blanco serves as Chief Capital Programs Officer of the Transportation Corridor Agencies (TCA) – two joint power authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of SR 73, SR 133, SR 241 and SR 261 Toll Roads.
In her role, Blanco oversees the development, delivery and mitigation of the Agencies’ Capital Improvement Programs and Environmental sites, managing projects, engineering plans, right-of-way services and environmental requirements. She is responsible for developing and executing short and long-term capital program initiatives as part of the Boards of Directors approved Strategic Plan for California’s largest toll road network.
Blanco brings more than 20 years of planning, project delivery and management experience to TCA in a career that has included roles at Caltrans, Los Angeles Metro, the private sector, and most recently, the Riverside County Transportation Commission, where she worked extensively on toll facilities. She has broad experience in environmental planning and project management roles with increasing responsibility.
In addition to overseeing the development, delivery and mitigation of the Agencies’ Capital Improvement Program, Blanco also oversees the advancement of TCA’s award-winning environmental program and its 17 conservation sites.
As an recognized transportation leader, Blanco serves in industry roles for the following professional organizations: Women in Transportation Seminar, International Bridge, Tunnel and Turnpike Association and Transportation Research Board.
Blanco is a graduate from the University of California, Riverside, with a Bachelor of Science in Biology and a Master of Public Administration from California State University, San Bernardino.
