Michele Miller serves as Chief External Affairs Officer of the Transportation Corridor Agencies (TCA) – two joint power authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of SR 73, SR 133, SR 241 and SR 261 Toll Roads.
In her role, Miller oversees the External Affairs department, which includes government relations, legislative affairs, community outreach, customer communications, media relations and graphics. She is responsible for providing strategic direction for the Agencies’ communications and outreach efforts, including engagement with federal, state, and local elected officials, community leaders, stakeholders, the media and The Toll Roads’ customers
Miller brings more than 30 years of public and media relations, community outreach, government affairs and management experience to TCA in a career that has included a previous stint in the Agencies’ Public Affairs and Marketing departments from 1995 to 2000. In addition, she has served in leadership roles at the Santa Margarita Water District, the County of Orange to former Third District Supervisor Gaddi Vasquez, and at several private sector companies. Most recently, she spent nearly a decade at an Irvine-based engineering firm, where she led a team of public outreach professionals on developing and implementing outreach campaigns to support public agencies, including the Orange County Transportation Authority, Riverside County Transportation Commission, Orange County Public Works and numerous cities throughout the state.
Miller earned Bachelor of Arts degrees in journalism and political science from the University of Arizona. She has held memberships in several professional organizations, including the Orange County Public Affairs Association, Women in Transportation Orange County and Orange County Public Relations Society of America.
