Boards Approve Audited Financial Statements for Fiscal Year 2023

Both Boards of Directors unanimously approved the audited financial statements for the fiscal year ended June 30, 2023.

The approved audited financial statements for the San Joaquin Hills Transportation Corridor Agencies (SJHTCA) show that tolls, fees, and fines earned in Fiscal Year 2023 (FY23) totaled $167.6 million compared to $158.1 million in FY22, representing a 6% year-over-year increase.

The approved audited financial statements for the Foothill/Eastern Transportation Corridor Agency (F/ETCA) show that tolls, fees, and fines earned in FY23 totaled $212.3 million compared to $199.3 million in FY22, representing a 6.5% year-over-year increase.

The independent auditing firm, Crowe LLP, issued an unmodified opinion – the highest level of assurance that TCA’s financial statements are fairly stated in all material respects in accordance with generally accepted accounting principles.
Both Agencies have received unmodified opinions on their audits every year since the Transportation Corridors Agencies (TCA) inception in 1986.


Annual Customer Service Update

The Boards received the Annual Customer Service Update highlighting key performance indicators related to customer service feedback, self-help usage, account growth and contractor performance.

The update featured continued high marks in customer satisfaction and performance, including a significant improvement in average wait time compared to the previous year. Overall customer satisfaction was rated at a 4.5 out of 5, reflecting customers’ positive experience, which hit the key performance indicator mark for the Toll Operations team. The Agencies maintained an “A” rating in customer satisfaction for the fourth year running.

Over 90,000 surveys were completed and displayed a Net Promoter Score rated as excellent, which demonstrates the high level of customer loyalty that exists among users of The Toll Roads.


Community Engagement Activities Reach Over 125,000 Residents

Newport Beach Sandcastle ContestStaff presented TCA’s community outreach efforts for 2023. The Community Engagement team has been active in member cities as part of the Boards’ adopted Strategic Plan.

Since the beginning of 2023, the Community Engagement team has hosted booths at 28 regional events, attended 65 city and chambers of commerce meetings, attended member city state of the city events, and provided monthly updates about The Toll Roads at various community meetings with an estimated public attendance of over 125,000 people.

Communications and public engagement are a focus for the Agencies and one of the key pillars of the Strategic Plan. At events, staff engages with the community to address questions, provides information on upcoming projects and programs, and gathers feedback to improve overall communications.


Indonesia VisitIndonesia’s Largest Toll Operator Visits TCA

This week, TCA welcomed a visit from the Indonesian toll road operator, Jasa Marga, the largest toll road operator in Indonesia, with 36 Toll Roads totaling approximately 1,400 miles.

The group of nine, which consisted of IT and operational experts, were given a tour of TCA facilities and an overview of The Toll Roads’ operations, to share best practices and learn about ways to innovate together.
