TCA’s Chief Executive Officer Honored by Orange County Branch of American Society of Civil Engineers

The Orange County Branch of the American Society of Civil Engineers (ASCE-OC) last week honored the Transportation Corridor Agencies’ (TCA) Chief Executive Officer Mike Kraman with the Outstanding Civil Engineer in the Public Sector Award at the chapter’s annual awards ceremony.

As CEO, Kraman focuses on the strategic planning and operations to manage and improve California’s largest network of toll roads – State Routes 73, 133, 241 and 261.

With more than 2,500 members, ASCE-OC is the fourth largest branch within ASCE, representing an international profession that plans, designs, constructs and operates the built environment, while protecting and restoring the natural environment. 

“Mike’s successful tenure at TCA demonstrates his commitment and dedication to improving Orange County’s mobility,” said Ravi Shah, ASCE-OC President. “He was selected for successfully leading his agency through the 241/91 Express Connector environmental phase and the ongoing progress that is being made with Caltrans and the public through the South County Traffic Relief Effort. Through his career at TCA and engineering contributions to the county’s toll road system, he is forever a part of Orange County’s transportation history.”

“Mike is so deserving of this recognition and I was honored to present the Outstanding Civil Engineer in the Public Sector award to him for his leadership role at TCA,” said Fred Minagar, San Joaquin Hills Transportation Corridor Agency Board Member and Laguna Niguel Mayor Pro Tem. “The Toll Roads are a vital link to our countywide and regional transportation network and Mike is working hard to identify projects and system improvements, such as the Loma Segment Widening Project on the northbound 241 Toll Road and the Catalina View Traffic Improvement Project on the 73 Toll Road, to ensure free flow conditions for our more than 1.7 million accountholders.”

rior to serving as CEO, Kraman was TCA’s chief engineer with oversight of environmental planning, engineering design, construction and contracting activities for Orange County’s 51 miles of toll roads. Before joining TCA, Kraman served as the Southern California District Leader for HNTB Corporation – a national infrastructure solutions firm serving public and private owners and construction contractors – where he was responsible for operations in Orange County, Los Angeles, Riverside, San Bernardino and San Diego.

Kraman earned a bachelor’s degree in civil engineering from the United States Coast Guard Academy and a master’s of science in civil engineering from the University of Illinois at Champaign-Urbana. He is a registered professional engineer in California and numerous other states.


The Transportation Corridor Agencies (TCA) are two joint powers authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system. Fifty-one miles of the system are complete, including the 73, 133, 241 and 261 Toll Roads. TCA continues to meet the region’s growing need for congestion-free transportation alternatives.
