Transportation Corridor Agencies December 2024 Board Meeting Highlights

State Route 73 Catalina View Improvements Project Cooperative Agreement 

The San Joaquin Hill Transportation Corridor Agency (SJHTCA) Board of Directors authorized Transportation Corridor Agencies’ (TCA) CEO to execute an agreement with California Department of Transportation (Caltrans) for the State Route (SR) 73 Catalina View Improvements Project Initiation Document phase and Project Approval and Environmental Document phase.

The SR 73 Catalina View Improvements Project is part of the Boards’ adopted Fiscal Year 2025 Capital Improvement Plan as a proposed capital project, anticipated to be completed by 2030. To advance the project development and meet the 2030 delivery schedule, a cooperative agreement with Caltrans is necessary to engage Caltrans staff in project development efforts.


Outgoing Board Member Recognition

John Taylor, Janine Heft, Farrah Khan, Trish Kelley, David PenalozaSJHTCA Chair Janine Heft and Director Farrah Kahn were honored at the December Board Meeting for their leadership and service on the Boards of Directors.

Chair Heft has represented the city of Laguna Hills since 2018, generously serving as Vice Chair and Chair of the SJHTCA, as well as on numerous committees – chairing the Toll Operations Committee and serving as a member of the Joint Finance and Investment Committee, Strategic Planning Committee, Environmental Committee, and External Affairs Committee.

Director Kahn has served on the Boards of Directors of the SJHTCA and the Foothill/Eastern Transportation Corridor Agency (F/ETCA) as the representative from the City of Irvine since 2021, and served as a member on several committees, including the Joint Capital Programs and Projects Committee, Joint Strategic Planning Committee, Joint Toll Operations Committee, Joint External Affairs Committee, and the Joint Finance and Investment Committee.

F/ETCA Chair Taylor, along with CEO Ryan Chamberlain thanked both Directors for their leadership and unwavering commitment to regional mobility and public service to the people of Orange County.


Community Engagement Activities Reach Over 240,000 Residents

Director Penaloza at event boothStaff presented TCA’s community outreach efforts for 2024. The Community Engagement team has been active in member cities as part of the Boards’ adopted Strategic Plan.

Since the beginning of 2024, the Community Engagement team hosted booths at 48 regional events, attended 165 city and chambers of commerce meetings, attended member city state of the city events, and provided monthly updates about The Toll Roads at various community meetings with an estimated public attendance of over 240,000 people.

Communications and public engagement are a focus for the Agencies and one of the key pillars of the Strategic Plan. At events, staff engages with the community to address questions, provides information on upcoming projects and programs, and gathers feedback to improve overall communications.


CEO Updates and 2024 Highlights

CEO Chamberlain shared an upcoming Request for Information (RFI) set to be released by the end of the year for the Toll Plaza Reuse Plan. As a result of a shift to all-electronic tolling in 2014, the current TCA toll plazas are no longer in use. The Toll Plaza Reuse Request for Information is part of the Boards’ approved Strategic Plan initiative to explore other concepts for the underutilized space. The RFI request will be distributed to several bid-engine platforms and TCA staff with work with stakeholders to review.
