Irvine Police Department License Agreement

The Foothill/Eastern Transportation Corridor Agency (F/ETCA) Board of Directors approved a one-year License Agreement with the Irvine Police Department for occasional use of the Tomato Springs North Toll Plaza for training purposes. The agreement is part of a pilot program with TCA that allows for periodic training for the department’s motorcycle officers. As part of its Strategic Plan goals, TCA is identifying ways to repurpose or reuse toll plazas that are no longer active due to the Agencies converting to all electronic tolling.

San Bernardino County Transportation Authority (SBCTA) Cooperative Agreement Amendment Authorization

The F/ETCA Board of Directors approved an amendment to a cooperative agreement between TCA and SBCTA under which TCA will provide back-office services in support of SBCTA’s opening of the I-10 and 1-15 Express Lanes. The amendment addresses contract modifications and does not alter the scope of services to be provided by TCA. The cooperative agreement will improve efficiencies in processing transactions and reduce costs to TCA and SBCTA.

Consistent with TCA’s Strategic Plan, the Agencies are leading in a first of its kind for Southern California to leverage existing back-office systems. TCA will continue to look for opportunities to provide processing services to other tolling agencies.

Outgoing San Joaquin Hills Transportation Corridor Agency (SJHTCA) Chair Recognition

SJHTCA Chair Will O’Neill was honored at the December Board Meeting for his leadership on the SJHTCA Board of Directors. Chair O’Neill has represented the city of Newport Beach since 2019, generously serving as Chair and Vice Chair in addition to numerous committees - chairing the Joint Finance and Investment and serving as a member of the Toll Operations Committee, Strategic Planning Committee, Environmental Committee, and External Affairs Committee.

Under his leadership, the Agencies’ early bond paydown efforts resulted in the collective debt reduction of $1.275 billion since 2019. These strategies have enhanced the Agencies’ financial position, setting the stage for future debt reductions, which will collectively reduce the Agencies’ overall debt by $3.1 billion by 2030. TCA thanked Chair O’Neill for his continued leadership and professionalism.
