Transportation Corridor Agencies Welcome New Chief Capital Programs Officer

Stephanie BlancoThe Transportation Corridor Agencies (TCA) are pleased to announce the selection of a new Chief Capital Programs Officer to develop and execute the short and long-term capital programs initiatives as part of the broader strategic plans of the state’s largest system of toll roads.

Stephanie Blanco brings more than 20 years of planning, project delivery and management experience to TCA in a career that has included roles at Caltrans, Los Angeles Metro, the private sector and most recently, the Riverside County Transportation Commission, where she worked extensively on toll facilities. She has broad experience in environmental planning and project management roles with increasing responsibility.

“Stephanie brings a significant depth of transportation planning experience, as well as an understanding of tolling and capital project delivery,” said TCA Interim Chief Executive Officer Valarie McFall. “This is an important role for our Agencies. I’m pleased Stephanie has joined us and am confident she will contribute to our continued story of success.”

In addition to overseeing the development, delivery and mitigation of the Agencies’ capital improvement program, Blanco will also oversee the advancement of TCA’s award-winning environmental program.

“I am excited at the opportunity to join TCA. I look forward to enhancing mobility for our region by working with our Interim CEO and Boards of Directors to accomplish the Agencies’ strategic plans, capital programs, goals and objectives,” Blanco said.

Blanco also serves in leadership roles for the following professional organizations: Women in Transportation Seminar, International Bridge, Tunnel and Turnpike Association and Transportation Research Board.
