TCA WELCOMES NEW DEPUTY CHIEF EXECUTIVE OFFICER
New Deputy Chief Executive Officer Tim Byrne was introduced at the March 13 Boards of Directors meeting.
A seasoned executive in transportation planning, project delivery, and tolling, Byrne brings over 30 years of industry experience from both the public and private sectors. Most recently, he served as the Director of Express Lanes with the San Bernardino County Transportation Authority overseeing the recent opening of the county’s first express lanes on I-10.
Byrne assumes the Deputy CEO role from Amy Potter, who has served the Transportation Corridor Agencies (TCA) for over 20 years in various executive positions and will be retiring from the Agencies.
ASSEMBLY BILL (AB) 334
The Boards unanimously adopted a support position for AB 334, TCA-sponsored legislation authored by Assemblymember Cottie Petrie-Norris that amends state law to allow toll operators in California to be nationally interoperable.
Current state law limits the information that is necessary to process tolls with out-of-state toll operators - AB 334 addresses this limitation by allowing toll operators to share only the essential data required for interstate interoperability without compromising the privacy and security of customers. AB 334 will provide drivers with the convenience and choice of paying tolls at facilities throughout the U.S. by utilizing their home toll account, resulting in better service for toll customers and a seamless toll collection process for toll operators.
NETWORK SECURITY SERVICES PROCUREMENT
The Boards approved a multi-year contract with MGT Impact Solutions LLC to provide network security services to monitor and protect the TCA network against potential cybersecurity attacks. Network security services help TCA maintain its strong security posture and adds a required, protective layer of safety for credit card payment processing.
241/91 EXPRESS CONNECTOR CONTRACT AMENDMENTS
The Foothill/Eastern Transportation Corridor Agency (F/ETCA) Board of Directors approved contract amendments with HDR Engineering Inc. to provide additional final design services and with LSA Associates Inc. for additional environmental planning and technical support services for the 241/91 Express Connector Project.
The 241/91 Express Connector Project is a planned, regionally significant median to-median tolled connector included in the F/ETCA adopted Capital Improvement Plan. As the Project nears execution of partner agency agreements and completion of the final design phase, additional engineering and environmental support efforts are needed to complete the final design and reach “Ready-To-List” certification with the California Department of Transportation (Caltrans) – a precursor to advertising the Project for construction.
EXTERNAL AUDIT SERVICES CONTRACT
The Boards approved a contract with Crowe LLP to perform annual external audits of the Agencies’ financial statements. An annual external audit of the Agencies’ financial statements by an independent firm of certified public accounts is required under the TCA Bond Indentures. TCA has received clean audit opinions each year since the Agencies’ inception.
2025 SPRING TOURS REGISTRATION TO OPEN
CEO Ryan Chamberlain shared that registration for The Toll Roads Spring Tours will open to the public on Monday, March 31, 2025. The annual Spring Tours give members of the public the opportunity to experience conservation areas set aside during construction of The Toll Roads. During the tours, participants will learn how these areas have been restored, protected, and preserved by TCA and see first-hand the wildlife and native plants that have flourished in these conversation areas.
The first tour is scheduled for Saturday, May 3 at Bonita Creek in Newport Beach. Two additional tours will take place on Wednesday, May 14 and Saturday, May 17 at Upper Chiquita Canyon near Oso Parkway and the 241 Toll Road. Registration will be available on TheTollRoads.com.
