TCA Boards Approve Fiscal Year 2024 Budgets

The Transportation Corridor Agencies (TCA) Boards of Directors adopted the Fiscal Year 2024 (FY24) budgets with expenditures totaling $290.8 million — $135.7 million for the San Joaquin Hills Transportation Corridor Agency (SJHTCA) and $155.1 million for the Foothill/Eastern Transportation Corridor Agency (F/ETCA).

The Fiscal Year 2024 (FY24) budgets reflect positive transaction and revenue trends while remaining conservative, maintain the Agencies’ history of cost containment, incorporate FY24 activities from the Board approved strategic plan, are aligned with the Agencies’ Debt Management Policies, and meet the fiduciary responsibility to bondholders. The approval of the budget concludes a thorough and collaborative three-month development process, where members of TCA’s committees provided input.


Boards Adopt Annual Capital Improvement Plan

FY24 Capital Improvement PlanThe Joint Boards of Directors approved TCA’s FY24 Capital Improvement Plan (CIP). The CIP is updated annually and brought before the Boards for review and approval each year. The CIP aligns with the Agencies’ Strategic Plan and identifies the on-system capital projects being studied and implemented and a summary of completed projects.

Current Capital Projects anticipated to be completed by 2030 include the 241/91 Express Connector Project, the SR 241 Loma Improvements Project and the SR 73 Catalina View Improvements Project. These current Capital Projects are funded by their respective Agencies from cash reserves.


TCA Boards Approve Implementation of Project Management Task Order for San Bernardino County Transportation Authority’s I-10 Express Lanes

The SJHTCA and F/ETCA Boards of Directors unanimously approved a task order for Gannett Fleming to provide project management services in support of the TCA’s implementation of a 2018 Cooperative Agreement with San Bernadino County Transportation Authority (SBCTA).

Under the Cooperative Agreement, the Agencies will provide back-office support for SBCTA’s planned I-10 and I-15 Express Lanes. TCA staff is currently working with SBCTA to determine operational and system requirements, and Gannett Fleming will project manage the implementation. As part of the agreement, SBCTA compensates TCA for all costs, including project management services for Gannett Fleming.
