Transportation Corridor Agencies Celebrate Milestones with 2023 Highlights Report

TCA 2023 HighlightsThe Transportation Corridor Agencies (TCA) is pleased to debut its annual 2023 Highlights report offering a glance at the Agencies’ notable accomplishments throughout the year. The report was published today at TheTollRoads.com.

“The TCA 2023 Highlights report illustrates how TCA contributes to Orange County’s vibrant economy, and quality of life through its commitment to enhancing mobility, safety and innovation,” shared Foothill/Eastern Transportation Corridor Agency (F/ETCA) Chair and San Juan Capistrano City Council Member, John Taylor. “The Boards of Directors are proud of the work accomplished to advance TCA’s mission and vision and look ahead to continued success.”

“The report is a testament to the collaboration and dedication of TCA’s Boards of Directors and staff to ensure The Toll Roads continue its mission to prioritize fiscal stewardship, operational improvements and tolling innovations,” said Will O’Neill, Chair of the San Joaquin Hills Transportation Corridor Agency (SJHTCA) and Newport Beach Mayor. “I am most proud of the work done this year to solidify our commitment to fiscal management and innovative financial approaches which have led to the Agencies accomplishing the early paydown of $150.8 million in bond principal, resulting in a savings of $150 million in interest.

The online 2023 Highlights report focuses on the following accomplishments:

  • In 2023, TCA welcomed new board members and executive team staff. The next chapter of leadership brings new perspectives and experience that will build upon TCA’s foundation, while driving towards a better tomorrow.
  • In January, the Boards of Directors approved an open market bond buyback program. This move helped the Agencies accomplish the early paydown of over $150 million dollars in bond principal and saved $150 million dollars in interest.
  • With the adoption of this year’s Capital Improvement Plan in June, TCA reaffirmed its commitment to address future roadway enhancements. These improvements help the Agencies keep pace with changing traffic conditions to meet the needs of drivers in Southern California.
  • TCA toll operations team shined this year with its customer-centric approach fielding over 2 million calls and achieved a 4.5 out of 5 satisfaction rating. The team also upgraded its back-office system, utilizing the latest toll processing technology, enabling TCA to provide payment processing services for other tolling agencies.
  • TCA completed its final year of the award-winning, three-year pilot program where cattle graze the land at the F/ETCA 23-acre Live Oak Plaza Conservation Area.
  • The Agencies also relaunched Fossils in Your Backyard – the community-based educational program which allows children to get a hands-on paleontology lesson with a professional scientist. In addition, the community engagement team participated in 41 regional events to interact with over 180,000 community members.
  • Lastly, TCA hosted tolling agencies from around the world to share best practices for tolling operations. Regionally, TCA collaborated with partner agencies on projects that increased mobility and enhanced safety in the region.

The Transportation Corridor Agencies (TCA) are two joint powers authorities formed by the California Legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of the 73, 133, 241 and 261 Toll Roads, which represents 20% of Orange County’s highway system.
