Transportation Corridor Agencies August Board Meeting Highlights and Agency Updates

Ryan Chamberlain Approved as New Chief Executive Officer

Ryan ChamberlainThe Transportation Corridor Agencies (TCA) are pleased to announce Ryan Chamberlain as their new Chief Executive Officer (CEO). The Joint Boards of Directors voted to approve Chamberlain as CEO at their August 10 Board Meeting. His contract begins August 28, 2023.

Chamberlain brings over 25 years of transportation experience in both the public and private sectors. He began his career as a transportation and environmental planner working on large-scale projects throughout California while at Parsons Brinkerhoff Quade and Douglas. Most recently, Chamberlain served as Caltrans District 12 Director responsible for the planning, design, construction, operations and maintenance of the state’s transportation system in Orange County, which includes 2,067 lane miles of highway.

Staff Presents Update on TCA’s FY24 Capital Improvement Plan

Staff presented project updates on the Boards approved FY24 Capital Improvement Plan. Current Capital Projects include the 241/91 Express Connector, the SR 241 Loma Improvements Project and the SR 73 Catalina View Improvements Project. These current Capital Projects are funded by their respective Agencies from cash reserves.

The 241/91 Express Connector, which requires multi-agency cooperation, improves connectivity and provides a seamless, free-flowing connection between two tolled facilities. The project will provide a direct connection between the 91 Express Lanes and the 241 Toll Road. The project will improve traffic flow in the general-purpose lanes on SR 91 and decrease peak-period queues on the northbound 241 Toll Road.

The SR 241 Loma Improvements Project provides lane improvements in each direction on SR 241 from the junction of SR 133 to north of SR 261. The project uses the existing roadway footprint to add one lane in each direction and shift southbound traffic onto the existing graded roadbed.

The SR 73 Catalina View Improvements Project consists of using the existing median to provide one additional lane in each direction through the Catalina View Mainline Toll Point and making operational improvements on SR 73 leading up to the mainline toll point in each direction.

Annual Investment Portfolio Review Shows Investment Returns Exceeded Benchmarks for Fiscal Year 2023

The annual investment review, conducted by the Agencies’ investment advisor, Chandler Asset Management, detailed the Agencies’ investment portfolios for Fiscal Year 2023 (FY23).

In FY23, the Agencies’ combined $1.6 billion portfolio earned $26.9 million in interest and portfolio returns exceeded assigned benchmarks for the fiscal year ending June 30, 2023. The Agencies’ flexible investment strategies have enabled the portfolios to take advantage of recent increases in interest rates by reinvesting into higher yielding securities.


TCA Hosts Session of WTS-OC Transportation Academy

WTS 2023 GroupOn Aug. 9, the Agencies hosted an energetic group of undergraduate and graduate students as a part of WTS Orange County’s 2023 Transportation Academy. Our staff and senior staff members met with students interested in urban & regional planning, civil engineering, business administration and public policy.

Students were provided a tour of the 241, while learning about the history of TCA, toll operations, environmental commitment & programs, and our Capital Improvement Program – with a focus on our planned 241/91 Express Connector Project.

The afternoon ended with an interactive career panel discussion with students and TCA senior staff.

The Transportation Academy is an annual two-week immersive program that exposes undergraduate and graduate college students to different facets of the transportation industry. TCA has been a participant in the Transportation Academy since its inception in 2009.
