Boards Adopt Annual Capital Improvement Plan
The Fiscal Year (FY) 2026 Capital Improvement Plan (CIP) was adopted by the San Joaquin Hills Transportation Corridor Agency (SJHTCA) and Foothill/Eastern Transportation Corridor Agency (F/ETCA) Boards of Directors. The CIP is the guiding document for the capital project delivery work performed in each fiscal year to benefit the regional transportation system and help maintain free flow conditions on The Toll Roads.
The CIP is updated annually to include changes to projects’ scope, costs and schedule, and new projects are added, as needed. The CIP continues to reflect the Boards’ prior direction for delivering three current capital projects: the 241/91 Express Connector, State Route 73 Catalina View Improvements and State Route 241 Loma Improvements. For FY26, the CIP represents an approximately $37 million investment for SJHTCA and approximately $524 million for F/ETCA in current capital projects.

2025 State Legislative Watch List
The SJHTCA and F/ETCA Boards of Directors adopted the 2025 State Legislative Watch List.
Each year, TCA develops a state legislative watch list that focuses on priority state legislation that may have an impact on toll road operations or the Agencies’ mission. As legislation is introduced and advanced through the legislative process, TCA staff utilizes the watch list and boards approved Legislative Platform to recommend bill positions in alignment with the Agencies’ best interest.
In addition to the Boards’ adoption of the watch list, the Boards also unanimously adopted a support position for AB 390 (Wilson) which would improve highway safety by requiring drivers to “slow down and move over” for any highway maintenance or stranded vehicle displaying a hazard sign.
241/91 Express Connector Environmental Documentation Certification
The F/ETCA Board of Directors adopted a resolution for the revalidation of Supplemental Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the 241/91 Express Connector Project, originally approved in 2020.
The adoption of this resolution allows the F/ETCA Board to proceed with the project, including the execution of agency agreements with project partners. TCA staff is working collaboratively with partners to finalize these agreements by mid-year, with a construction contract anticipated to be awarded by the end of 2025.
