In Preparation for Formal Environmental Study, TCA Releases DRAFT Project Study Report-Project Development Support Document on South County Traffic Relief Effort

Public Input Solicitation Begins in Early 2019

IRVINE, Calif. - June 25, 2018

The Transportation Corridor Agencies (TCA), which operates Orange County’s Toll Roads network, announced today it has released a draft Project Study Report – Project Development Support (PSR-PDS) document. This document lays the framework for the environmental study of various traffic relief solutions regarding north-south traffic congestion.

Prior to the development of the PSR-PDS document, with the help of the public, TCA sought solutions to solve worsening traffic congestion in South Orange County.  The draft document is the initial step to identify the project scope, schedule and support costs necessary to complete needed studies and work during the subsequent Project Approval and Environmental Document (PA/ED) phase of the proposed South County Traffic Relief Effort.

TCA looks forward to beginning the environmental review phase, which will thoroughly analyze a myriad of data and variables regarding congestion management, environmental impacts, cost, feasibility, and much more.

The draft document has been released to the Project Development Team (PDT) members. During the PSR-PDS phase of the project, the PDT is comprised of representatives from Caltrans, the Transportation Corridor Agencies (TCA), nine cities within the Project Study Area, the County of Orange, the Orange County Transportation Authority (OCTA), the San Diego Association of Governments (SANDAG), the Marine Corps Base Camp Pendleton, and TCA’s consultant team.  The first opportunity for public input will occur during the Public Scoping period of the PA/ED phase in early 2019.
